Hot load from source

This popups script is really really old and broken. I recommend changing it to load the code from the source instead, just like e.g. mw:MediaWiki:Gadget-popups.js does. The same at MediaWiki:Gadget-NavigationPopups.css please, replace that page content with the one from mw:MediaWiki:Gadget-navpop.css.
